IHAP connects justice-involved individuals to real healthcare coverage — before and after release. No cost to them. Life-changing impact.
The Inmate Health Access Program (IHAP) is a 501(c)(3) nonprofit embedded inside correctional facilities across Florida, Georgia, and Alabama. We connect justice-involved individuals to real healthcare coverage — ACA marketplace plans and Medicaid — before they walk out the door.
Every year, 7 million Americans cycle through the justice system with no health coverage waiting on the other side. Without a doctor, a prescription, or a plan, many return within weeks. IHAP breaks that cycle. We enroll individuals during custody so coverage activates the moment they're released — at no cost to them, ever.
This isn't charity. It's infrastructure. When people have healthcare, they don't come back. IHAP saves lives, reduces recidivism, and relieves the financial burden on facilities, counties, and taxpayers alike.
IHAP is embedded directly inside facilities. Our team works alongside facility staff to identify, enroll, and activate coverage — so no one slips through the cracks at release.
"When someone walks out of a facility with no ID, no insurance, and no doctor — they come back. We break that cycle."
